Access to offer for someone who is not a recruiter, HM, or HR

Summary:

I am trying to give someone access to view the offer pages in ORC when they are not a recruiter, HM, or even HR. They have the employee role and a new custom role I am creating. The intent is to add these users to the job offer approval process and allow them to view the offer page to see the entire job offer.

The roles/privileges are:

View Offer, View Offer Salary, View Offer Other Compensation, View Requisition

They can see the details in the offer approval notification, but when they click on Hiring and then Job offers, there is an error. I have set the Data Security Policy to View all or by country and it still gives an error.
