How to restrict the auditor not to audit only one particular user expense reports

Summary: The actual issue is that the user 1 and user 2 is filing an expense reports and user 3 is auditing those expense reports. Here we have to restrict the user 3(Auditor) not to audit user 1 expense report but able to audit user 2 expense report.
