Is there a privilege to hide/view the Smartforms?

Summary:

Please suggest if there is a way to restrict the access for the smart forms based on role/if there is a privilege for the same which can be excluded.

Content (required):

There are 650+ smart forms used by the client to enter the requisition. We have observed that access to view/create a requisition through Smart Form is available to users with 'Manage Requisition' privilege . As per the requirement, Employee role has been customized and 'Manage Requisition' access is provided to all the users through Employee to view their requisition. Due to this, All the users are getting access to create a requisition through Smart form and this should be restricted as there are lot of Requesters in the Organization but limited no. of Preparer and they should not have access
