How to restrict allowable digits in Onboading Transitions UDF form?

Summary:

We have the requirement to restrict a UDF field under Onboarding to accept only less than or equal to 2 digits.

We learned that earlier there was an issue when the field with input mask "99" was accepting the single-digit value and for that a fix was applied in 22D.1.1, which was the new version we upgraded last week.

Since '99' input mask would no longer work for us, what would be the solution if we need to restrict the value to only accept less than or equal to 2 digits. What should the Input Mask be set as?
