Default column in Manage Saved Searches > Manage List does not work

I don't know if this is a product bug. Based on documentation, user should be able to set user-level default saved searches using the Default column in Manage Saved Searches > Manage List

However, when we and user tries to check any of the listed saved search it does apply. The other functionalities (Show in List, Share with and Deleted) are working fine but the Default doesn't seem to take effect.
