NIBT Fx Rate Form Not Populating

Summary:

Attempting to activate the NIBT Fx Rate Override - WAR Deprecated form, but it is showing only as read-only and not allowing the inputs of amounts to compute the NIBT War Fx Rate.

We have in dimensions applied the NIBT Override Account and assigned Perm GS account (reserved specifically for NIBT Fx Rate Adjustment, no other amounts in it), applied WarSrcExpAccount to the income tax provision accounts in the FCCS income statement, performed refresh database and full consolidation, and still not able to activate form. Any guidance on step that may be missing?
