Need to use 2 stand-alone data groups in an extract without any connect clause

Hi,
We need to display the business unit details and location details in a single data file using an extract.
There is no mapping between the business units and the locations in our instance.
This implies I can't have an connect clause between the business unit data group and the location data group.
Is there any way to enforce this using HCM extracts?
UEs used are:
PER_EXT_SEC_ORGANIZATION_UE for business units.
PER_LOCATION_DETAILS_UE for locations.
