Guided Journeys card doesn't appear until second navigation to page

Hi All,
We have recently implemented Guided Journeys in a sandbox in a non-PROD environment. When navigating to create a Talent Review - the Guided Journeys card will not appear initially. We usually have to back out of Talent Reviews, navigate back into it a second time before the card appears.
Has anyone run into this issue before? Is this expected functionality to not appear the first time? Could this be due to its existence in a sandbox and not implemented into the actual non-PROD environment itself?
