Inability to view the National ID information in the report by the employee,how should we proceed?

I have an excel report that I prepared with BI publisher, and this report contains the National ID information I got from the PER_NATIONAL_IDENTIFIERS table. But the user account with the employee role cannot see this information. We can see with the admin user.

Can custom permission be defined to tables and how should it be?
