Can OSS run with LE & BU and without ledger?

Summary:

In my use case, I can only establish Legal Entity and Business Unit, and Ledger (COA, Calendar, etc.) will be established in a few years down the road.

OSS needs to run with this basic enterprise structure (LE & BU).

Has anyone try to implement OSS with bare minimum enterprise structure?
