Some employees not able to see Compensation Change Statement via ESS

I have some employees that are not able to see their Compensation Change Statement via ESS and others can. We are using centrally stored option and I have checked this configuration already: Enable worker statements using the Configure Global Settings task.
One difference is that the employee who cannot see the statement had a global transfer after the HR Data Extract date.
