Limit visibility of candidates for a specific role

We are creating in PROD a new Recruiter Role (role associated to recruiters) that should have a specific visibility on candidates. 

The problem is that if I set in the 'candidate security profile' based on 'Location = London, United Kingdom', and associate that 'candidate security profile' to the new role, the system shows to users with that role all candidates which home address (inserted by candidates during the application flow) contains London, United Kingdom.

We need users with this role to see ONLY CANDIDATES THAT HAD APPLIED TO JOBS WITH THE LOCATION (primary location/other location fields) EQUAL TO UNITED KINGDOM OR UNITED STATES.
