How to enable Add Bank Account access for Employee Self Service

There is a feature where personal payment method can be enabled for employees to enter their bank account and payment method.

However I have noted that Personal Payment method is not getting enabled even with below privileges

Manage Personal Payment Method ,

View Personal Payment Method

It seems this is getting enabled under "Pay" card under Me.
