Missing Worksheet Functionality

We are upgrading to R13 and a significant issue for us is that the functionality for managers to filter on lower level managers, indirect reports, or all reports is missing.  There was no apparent way for a manager, even when approving, to review what the lower level managers have done.  Is there a configuration component that needs to be turned on?

I have attached a document showing what is in the current version and what is in the new version.
