GL_BAL_TRANSFER_NO_TO_CCID - mapping from ledger 1 to ledger 2

I'm receiving this error when running process Transfer Ledger Balances

My mapping rules are:

and then I have specific rules for these segment values:

My journal looks like:

The failure is for line 2 & 3. Here I expect the Segment Rules to apply - i.e. it is a 1-1 mapping.

Line 1 and 4 is apparently picked up correctly by the multiple source segment rule.

Is it correctly understood that the mapping first looks at the multiple source segment rule (if one applies) and then at the Segment rules?
