Participation in Another Plan lov is empty

Hello all,

We are currently trying to configure the eligibility profiles of the various plans. However, we are facing an issue regarding the participation in another plan eligibility criteria. It is our client's wish to exclude from eligibility profiles the population that participates in other plans.

As you can see in the attached screenshots, the lov is empty even though the plans are started.

Does anyone know how we can solve this? Has anyone had the same request?
