How to override element value calculated by formula

Summary:

We have a requirement from the business to edit/override the ICP element value calculated while approving the ICP request

Content (required):

The business is ready to have any of the option to update the value while approval or directly update it in the element entry screen but facing the below issues

1. In approval, system is calculating the value after payroll team edit and replacing the value with formula value
2. In element entry screen system is throwing validation error

Any ideas?
