We have a user who is assigned a default Planner role. She wants to be able to do Manager User Access for Servprov users. She cannot, unless the Admin role is assigned as the default role. Is there a way, she can still perform a Manage User Access with just a non-Admin default role?

Only when the default role is an Admin role, can the user be able to modify someone's user access.
