R13 (18A) Action Button inconsistent behavior

Sometimes work sometimes it does not

We have observed this issue on 2 employees. We did a quickpay on them and when we click action button, nothing happens. If you click on historical process results' action button  on either one of them, nothing is showing up as well.

On many employees this is not an issue. Why would these 2 employees be "special". This behavior is observed on same employees in both Test and Prod pods.
