Do you have to create a new version of your CSP every time you add new custom states under phases?

Summary:

My end users keep wanting to add new states under different phases on the CSP (for example new states under the 'New' phase). Our consultants are telling me that we have to create a new version of the CSP if you add new states and you can't just update the existing version. Is that true? If so, how do you handle having different versions of your CSP attached to active requisitions (meaning you would have multiple versions active at the same time)
