Help, Oracle charge me for upgrade account to pay as we go, But not provided service.

Summary:

Today i want to upgrade my account from free tier into pay as we go.

But after i add credit card to pay. Oracle charged Me for 138.19 SGD.

Oracle do not let me upgrade.

Where is my money, and what is the problem i can not upgrade?

If you do not let me upgrade , why charge me ?

If you charge for fees, why not provided service.

I can see the full invoice about this charge.

So i post thread here, try to get some help.

any oracle genius can help?
