Can we restrict and enforce supervisors to first check the journals by clicking the actual link and then approve button can be enabled for them to approve the journals ?

Content (required):

I have enabled journal approval workflow so that supervisor can approve the journal . It is noticed , supervisors are clicking on Bell icon and then clicking on Approval Button without even checking the journal details by clicking on the link which tells about journal batch and journal header/line level details .

Can we restrict this and enforce supervisors to first check the journals by clicking the actual link and then approve button can be enabled for them to approve the journals ?
