Possibility to send a notification if a candidate start date is changed

We have designed a correspondence template to send a notification to a candidate and the hiring team if the candidate's start date is changed from the original one in the offer.  

Currently, the template is working fine but the recruiting team has to use the action "Send Message" and "Send Message to Team". To avoid this manual intervention, we would like to know whether can we use the alert composer to send a notification automatically if there is a start date change.  

Could you please advise whether this is possible to do and kindly share any knowledge documents refer to?
