It is possible to the system to distinguish the 1st offer to the other versions?

I want to bypass the offer if it's the 2nd version of it.

Content (required):

We have configured a workflow for job offers, so every time an offer is submitted is sent to approval, which means that every time the recruiter re-draft it, have to re-submit it and send the offer to approval again. We want to know if the system can distinguish if this is the 1st time the offer is being submitted or if it's not. My question is: If it's the 2nd (or more) version off the offer, can the system bypass the approval flow and avoid the offer go through the approval flow one more time?
