Grade Step Progression - Based on Variable Hours Worked

Grade Step Progression must occur when an employee has worked x number of hours within the grade.
Content (required):
We have a requirement where an employee is in grade step 2 and for them to progress to step 3, they need to have worked exactly 1000 hours. These 1000 hours are tracked in a balance calculated in payroll and in element entries.
Example for employee in step 2 in the pay period 05-Mar-2023 - 18-Mar-2023.
- Employee has a balance of hours worked within the grade of 992.
- Hours are loaded into the 05-Mar-2023 - 18-Mar-2023 pay period.
- On 05-Mar-2023, the employee has an entry of 8 hours. As a results, if we add 992 + 8 hours, then they will have reached the limit and they must progress to step 3.
