Need a way to make sure internal candidates do not miss step/status

We have an issue where recruiters are bypassing an integration step

As part of our CSW our internal candidates must sit at a specific step/status in order to be picked up on an integration file to our system of record.  Is there any condition(s) we could add to our CSW to prevent a recruiter from moving through this trigger step (for internals) only if the internal check box on their profile is selected?

Essentially we are looking for a way to make sure our recruiters do not miss this step/status for internals only.
