Extending the Offer to the candidate to be Bypassed

Summary:

While creating an offer to the candidate, If the Worker type is Contingent worker then the Extend offer should be Bypassed and should directly go to move to HR without sending the offer letter to the candidate. I wanted to know that is this method is possible.
