OCI: ifcfg-ensN File is Empty After the Reboot with Error “Device name does not seem to be present”

SYMPTOMS:
Oracle Linux Instance network configuration file “/etc/sysconfig/network-scripts/ifcfg-ensN” is empty after the reboot and it contents are not generate automatically by cloud-init.
