HDL Error while loading Divisions

Hi All - I tried loading Divisions using HDL. Majority of them were loaded but few of them were kicked out with same error (ERROR : A logical start date is required.) Below is screenshot taken from diagnostics test for one set of division. In my HDL file, they are arranged in descending order of dates for parent and child component. But in diag. log, the sequence is changed. In our case, the name contains a numeric value followed by hyphen and description. 'Division name' and 'Divisions managers' can change on effective dated rows. 17 such sets were kicked out. I did
