Is it possible that system reads leaves days and route notification to approver line manager

Example

User A - Line manager - Level 1 and Line Manager - Level 2

Approver rule - only Line Manager - Level 1 is approver

Lets say Line manager - Level 1 is on leave for 10 days now

when User A submit Expense claim - Notification Tigger to Line manager - Level 2 because Line manager - Level 1 is on leave

We can define vacation rule but is it possible system reads dates from HCM Absences and route notification to Line manager - Level 2
