Custom role cannot access configure rules

Content (required):

I have created a custom role for the sole purpose of granting users access to the Transaction Console, as well as perform actions in that area.

Expected: Users with this role can configure approval rules via the Transaction Manager: Rules page.

Actual: After clicking the pencil icon under Configure Rules, an error message appears with the text "You need to use the task configurations for human capital management task to configure approval rules for this transaction."

I tried performing the same action using a super user account (Human Capital Management Application Administrator) and encountered no such error. I was able to proceed to the next page successfully.
