Error Message when move to HR

We are getting an error message JBO-29000 when moving a candidate to HR

Content (required):

We received this error when using the Move to HR. The Offer Letter for the new worker was approved on 3/17 and the Position is effective 3/18 so I suspect it is a timing issue but I can't figure out how to change the date - either on the job offer or position. Can anyone walk me through how to change the date on the position or job offer so we can complete the action?
