New hires should be added to the compensation plan

Summary:

After the compensation plan is started, the new hires are not automatically added to the plan population with refresh process. We can add them individually with administer workers page or back-out ant re-start the plan, but both are inappropriate solutions for us. They should be added in bulk somehow without the need to restart the compensation plan.

Not sure if this is the intended functionality or we're missing something.

Refresh Workforce Compensation Data Process does not help us to add the employees into the plan hired after the compensation plan start date. Although they are tested as Eligible to the plan, they are noy populated in the worksheet. The eligibility and HR data extract dates are both given as future dates as to cover these hires therefore they don't seem the cause of the the problem.
