asset up/down status

Summary:

Customer was to have a DFF on the asset for up/down status and automatically update the status when a work order is released against the asset and changes the status back to Up with the work order is completed. Customer wants to be able to run a report at any time of all down assets.

What is the best way to handle this and does it need an existing API? Is it a good idea to recommend a custom table to allow the customer to view up/down history and this there anything like this in the quality application. there are 3000 assets to keep track of , so they are not interested in a manual process. Also is this being considered for a future release.
