How to put a hold at the line level for specific product lines and be able to bill the other lines?

Summary of the question:

User needs to update the status at the product line for Subscriptions as a mass update. There are approx 250+ product lines per subscriptions. 

How can users put the hold at the line level for specific product lines and be able to bill lines that are not on HOLD without putting the entire Subscription on HOLD.
