User withdraws from session and when enrolling in another has the status "Pending Seat Acceptance"

Hi there,

I don't think I have seen this before the 23A. A user withdrew from a session and then enrolled in another one. There are still seats for the second session. The user's status for the new session is "Pending Seat Acceptance". Why would that be so? See image.
