Change legal start date for employees who have multiple salaries

When we try to change the legal hire date for an existing employee through the work relationship quick action, we receive the error message "You can't change the start date because multiple salaries exist (CMP-1005854)."

When we try to change the legal hire date for an existing employee through the work relationship quick action, we receive the error message "You can't change the start date because multiple salaries exist (CMP-1005854)." The test employee has a rate when hired in the system and a promotion. Why are we not able to change a hire date for an employee with more than one salary? How do we correct this issue?
