exclusion on Recruiter security profile

Summary: we have our recruiter rule secured on the business unit level but we need to exclude those recruiters from viewing the HR departments knowing that we have multiple business units and multiple HR departments under each Business units.

Content (required):we need to have one role viewing all requisitions excluding HR departments of HR job families which are alot and having one role for viewing the HR departments or HR job families only.
