Requisition Approvals - Best Option when gaps exists in hierarchy

Looking for best option (Job level or Supervisory Hierarchy) to be used for requisition approvals when gaps exist in requestor's hierarchy.

In our current project, we implemented requisition approval based on the Supervisory hierarchy as below:
However, we found that for some requestors, some of these levels do not exist. For ex, in one of the requestors hierarchies, VP and CFO do not exist. In such cases, we are seeing that approvals are sent to a higher level. This is not acceptable to the client.
I am looking for advice, on whether Job level is a better option instead of Supervisory hierarchy when gaps exist in hierarchies. Any input based on past experience is highly appreciated.
