Trying to upgrade to Pay As You Go from free tier, but unable to change billing country

Summary:

I received an email from Oracle stating that "Oracle Cloud Infrastructure (OCI) will be reclaiming idle Always Free compute resources from Always Free customers only". It said my account is going to be affecting since I have an "idle" instance running (not sure why it is considered idle since I have a couple services running that I use daily). I decided to try to upgrade my account to Pay As You Go, since the email mentioned this would be a way to prevent instance reclamation, but when I go to add my payment method I have no way of changing
