How to load Per Diem rates for CONCUS, OCONUS and International into one Per Diem Policy

Summary: We are looking to create a per diem policy and needing to load rates. Having difficulty with the OCONUS and International rates getting them loaded in the spreadsheet upload. Wondering how other clients do it.

Content (required): Foreign countries for example may have a higher rate and a standard lower rate however how would you put this in the spreadsheet if you already have a standard rate set for 'All Others' for United States.
