Why I cannot access my compartments/Virtual Cloud Networks/upgarde account?

Summary:

Hello, I have a problem that I cannot view nor create any vm instance. It's saying that I dont have permission to view resources in this compartment despite that it's my root compartment and when I checked my account I have administrative role assigned to it. In my compartment for PaaS it says basically the same.

Also I can't view or create Virtual Cloud Network as it's saying, quote "Authorization failed or requested resource not found."

My account is a free tier account, but even if I would want to upgarde it, it doesn't allow me to do so saying I need to contact my account administrator to do it. Is my account corrupted in some way? Or maybe it's another problem?
