Restricting Merge from duplicate check action

Summary:

We want to restrict merge for the recruiter while checking duplicates from the 'Check Duplicates' action. In case of potential duplicate, we want the recruitment admin role to perform candidate profile merge not recruiter. Currently, page composer, hcm design studio is not available for duplicate check and merge page so wanted to know if any other way to allow only duplicate check not merge from 'Check Duplicates' action for recruiter role.
