Terminating Onbaording process

Hi team,
We have an onboarding process defined. It has steps and transitions. Recently we observed a behavior which seems to be a bit fuzzy in nature. wanted to seek you your help on how we can fix this situation.
Here is the issue:
1. Requisition Number: 12344
Candidate Name: XYZ
Start Date: Jun 4, 2018
Offer Status: Accepted
On-boarding Start Date: Jun 4, 2018
3. The candidate is an internal candidate. Recruiters hired him for internal position on 6/4 and onboarding started on the same date. Few steps completed without any problem but below steps
1. Congratulations on accepting the offer
2. Non-disclosure
3. Non-Solicitation
are terminated as their due date (6/7) is before the start date (6/4). Its not only terminating the steps but forcibly completing the onboarding process too.
