Hiring Manage should able to update the job requisition when requisition is still in draft state

Summary:

We want the HM to be able to create and update the requisition and 'save as draft' before 'save and close' as once its 'save and close' he will not be able to edit it.

Content (required):

I tried using the privilege 'Update job requisition' with which HM is able to submit also, we do not want the HM to have the submit button but only save as draft and save and close button.

Am I missing any privilege which will give him access only to save as draft and save and close.
