Updating PAE Letter Templates for UK Legislation

Has anyone actually managed to update the PAE Enrolment, Non Enrolled and Postponement letters for PAE? The instructions in the PAE manual are woefully inadequate and almost make no sense. I have customised the templates using the xmlpserver and uploaded new templates. I've even customised the .xdo file and uploaded custom templates to include the .xsb file in the /custom area but nothing works. Running the process produces the original templated letters and not the updated ones.
