Employee is passed from Fusion into Taleo can be viewed under candidates but not under user account

Hello,

 

We integrated employees and users from Fusion into Taleo.

Some of the employees can be found under candidates from 'recruiting -> candidates ,  when using the candidate search, but when searching for the user account under 'SmartOrg- > user account   (filtering on ALL statuses even the inactive ) - i cant find the user.

When trying to create the user manually under the  'SmartOrg- > user account ' i get an error of email address already exists as if

the Taleo recognizes  the user in DB although i cant find it as a user.
