Manager+1 can edit the worksheet after the manager submitted it

Hi All,

Does anyone know if it is possible to setup, in a compensation plan, the functionality that the manager+1 should edit the worksheet of his indirect reports only after the manager under him submitted the worksheet related to that reports?

For example: Ann is the manager of Albert and Catherine. Tom is Ann's manager. Tom can edit the worksheet related to  Albert and Catherine only after Ann has submitted the specific worksheet.
