"User Type" Not an Allowed Property on Condition for Activity Hint

Summary:

I am trying to configure the "Start" buttons behavior differently for UT1 vs. UT2. I was able to add the correct conditions to the "Edit/View Activity" screen because the "User Type" property was available in the drop-down. When I went to add the same property to the conditions for "Activity Hint" this property was not available (though it looks like all other properties are available here). I need the "Start" button available on the "Activity Hint" to be different for these two user types. Please advise.
