HTML SmartText not Appearing

If I configure a SmartText with HTML enabled, it does not show up in an HR Help Desk Request

I have been testing our environment to make sure I have it configured correctly, and all the SmartText entries without HTML enabled show up for use in HR Help Desk Request Messages. However, if I check the HTML box when creating an entry, it does not appear.
Does anyone know why this might be occurring or what I can do to resolve it? My colleagues have not seen this issue before.
